Since you quite an active mapper don't you consider to use JOSM instead of iD? It detects such a mistakes and it probably will not occur at a first place.

Are you sure BAM building should be "government"? This value looks disputable and obsolete:

Hi, what's the point of deleting parts of this building? As you clearly see on both Orthophoto 2017 and 2018 this building consist of parts with different heights. Which was mapped correctly before.
