There seems to be no better way of tagging an off-street loading bay, but by adding access=customers it looks less like a public car park. (*=delivery seems only to be approved for ways not areas.)

Fixed my own fixme, but ID wouldn't let me keep the original node to preserve history. A parking lane for loading only.

This seems to have been mapped solely from imagery, but it seems impossible that there's a public car park here. Without a survey, I've made the smallest changes I can while respecting the original mapper's intentions.
