These buildings will be most likely demolished as they are in the way of Rail Baltica. Upon survey, these buildings are already without occupation and all the windows are thrown in etc.

Looks to be new rail platform.

This traffic island will have very soon grass on it instead of other surface. This is part of green city initiative and that means lots of such traffic islands will also have different surface in near future.
