No, it required only downloading the 600 or so bicycle tool stands. The alternative was 36 separate changesets, which would have made it much harder for other mappers to understand what changed. Or, one changeset per continent.

There appears to be an error in parking tagging at the rail stations with "access:customer&&disabled" http://taginfo.openstreetmap.com/keys/access%3Acustomer%26%26disabled

Are the payment policies the same for each spot in the parking lot, and if so could those tags be moved to the relation, where they are easier to maintain? This is a lot of detail, perhaps more than others will ever try to keep updated.
