Mark cemetery roads as access=customers. The cemetery is gated and has daily visiting hours which vary seasonally

Update gated roads inside South Seattle Community College Georgetown Campus to "customers". Gates are locked during non-school hours; roads should not be used for general traffic. Many were tagged bicycle=yes which would make routing engines prefer them
