Unfortunately, while I have tried to add "source:maxspeed=PH:residential", the JOSM validator got into validation warning, saying that it is still unknown. Only PH:urban; PH:rural; PH:motorway are those valid values.

Hello! It seems that the changeset boundary may encroach the parts of the Republic of the Philippines. The only recommendation is to separate the changeset per country (unless international ferry) and to be guided always on the mapping guidelines per country. Your kind understanding is highly appreciated. Thank you very much.

For Loading and Unloading Zone signages in front of Sutherland, it is considered a signed one upon several on-site verification. But in this case, only jeepney routes are marked as designated to prevent 'bunching' for buses.
