Upon review, though it is not an expressway-like highway, Bayawan City has a population of greater than 100k, hence it is categorized as a trunk, regardless of the highway classification. In that case wherein available and connected bypass/diversion roadways (bypassing the downtown area) should be on the trunk.

Notice to ADT:

Cavite-Laguna Expressway Silang segment (from Tibig-Kaong Interchange to Santa Rosa Interchange) may, at any time, be completely constructed, according to multiple sources. Kindly restore the normal settings (with access=no) as possible in order to be ready for a possible opening. A lot of local OSM editors have prepared the mapping for the Q3 opening.

I think there's something odd with the unusual ref tag source since all Philippine National Highways and Expressways should have the only ref tags. Maybe we should coordinate with the Davao City government and OSMPH regarding this matter. In that case, DVO-NNN must be suggested, where N is the string of numbers.

Unfortunately, AH26 is designated on E1/NLEx from Balintawak Interchange to Santa Rita Interchange as per the latest data from DPWH. Hence, it is not allowed for the whole MacArthur Highway portion.

However, with the "motorway_link" tags, it may prevent the proper routing of certain vehicles (cars, motorcycles) into local roadways (M. Antonio), and it is usually hard to verify on-site for the duration of the General Community Quarantine in Valenzuela City.

This changeset resolves the restoration brought by an earlier errant changeset(s) that causes safety and reliability issues. Follow-up separation of the whole PH-1 relation will commence on phasing mode, with Luzon as the starting point until Mindanao.

Upon spot-checking and validation, it turns out that the earlier c98917493 have inadvertently connected into the motorway_link (off-ramp) from the unclassified roadway where it shouldn't be connected for safety reasons. DP24 has corrected immediately with the missing expressway wall and bridge structures.
This changeset warrants the need for quality control measures to avoid further inadvertent mapping errors by intensive validation efforts.

Notes from DP24:
1 - Alabang end restoration (near Starmall Alabang), upon review and validation, got commenced into this changeset
2 - Realtime: NB part of E2/AH26/#MetroManilaSkyway got into the momentum wherein upon resumption, concrete parts got visible from Susana Heights to after Alabang Viaduct. Likewise, the southern end of the retired (and removed) toll plaza has to be rectified as well (as opposed to the current Maxar imagery).

Unfortunately, certain way segments are not regularly used since all traffic needs to make a smooth right-turn to the huge roundabout interchange. You might need to consider avoiding the straight-thru way segments connecting to the roundabout (on a sharp 90-degree angle) to prevent further navigation and safety issues.
