Creek Turnpike converted to cashless February 2023. Set all dedicated toll booth ways to access=no and ensure all remaining toll booths are converted to toll_gantry with payment types pikepass and license_plate.

Rename payment type from platepay to license_plate. Oklahoma Turnpike Authority calls it "PlatePay", but proper OSM name is "license_plate."
