add a building in NJN campus

add a building and smooth some road lines in an intersection

this building was added about 6 years ago and it now is not here anymore. I lives here and know the situation well.

Building Blk 181 is moved away from Blk 182 to avoid polygon overlap. New position is estimated based on digitalglobe. Note that none of the images matches these buildings perfectly. More serious mapping tools, such as ground survey, are recommended.

delete three non-existant buildings; add one building

change landuse types

fix the geometry of building groups and related patches, inner streets.
