The crosswalk entry and exit have no curb, but the quest marker seemed to be in middle of crosswalk, so... not sure

There are 2 bus stops in front of the LTD customer service. The confusion is with the quest marker, which
seems located in the middle of the building

FWIW: I think the note given with the quest question meant to say that more than one bicycle can often times be attached to an individual stand?

Parking reserved for customers of The Vintage Restaurant after 5 pm Mon–Fri, and all day on weekends.

At all other times, the same parking lot is reserved for employees and volunteers of Food For Lane County, working at the building with "The Dinning Room"
