"at the former Chowking Legarda" is used by locals to point to this location so I moved it to old_name, the description is something not necessarily limited to mappers and only disturbs while mapping to have notes which of no use to mapping - so moved it

formerly names should be in the old_name tag and end-user information is in description not in the note tag as generally that's for mappers

These notes should be "old_name" and the flags we can actually specify them instead of notes - aslo information for end-users like "bring your own lock" can be in description as end-users don't usually see "note" tags on their maps
