Bigger cities and place names in general are different because they don't need to be marked by signs unlike things like street names, the names have just be in use. As for adding names in different languages just because a government authority gave a guideline that recommends using the Swedish names in other Scandinavian languages misses the point of OSM. OSM is not meant to be a list of potential names of things it's a map first and foremost. Software using OSM data could for example use the Swedish version of name automatically if it's been determined to be best practice for Norwegian for example. Adding the same name five times to random minor objects is basically just spam and makes the tags harder to read for other users and mappers.

No, that's not how OpenStreetmap works. OSM has a "Map what's on the ground" (osm.wiki/Good_practice#Verifiability) principle which states that you should only map features that actually exist and in a way that aligns with what's "on the ground". The street signs of those roads only have Finnish and Swedish on them, so you can only add those two languages.

Turku is a Finnish-majority municipality so addr* tags are primarily in Finnish. Swedish addresses can be added with tags like addr:street:sv=* and vice-versa for Swedish-majority municipalities

Hi, I don't think that's the correct usage of the addr:housename tag. It should only be used when the name of the house acts as the address which isn't really used in Finland anymore and even then pretty much only in the countryside.
