il tag railway=tram è in conflitto con highway=*

tutti i tag seguenti (ref, name, maxspeed, ...) a chi vanno attribuiti? alla strada o alla linea ferrata? [ovviamente quelli mappati ora son riferiti alla strada, ma solo chi conosce il luogo può saperlo]
Ad esempio OpenRailwayMap prenderà lucciole per lanterne, trovando una way railway=* e maxspeed=*
Occorre disegnare le linee del tram vicine ma separate dalla strada. Si può fare senza rompere le eventuali relazioni?
