You think it makes sense for the PSU city campus to have its own feature that is independent from the research farms?

It seems like the current mapping confuses geocoders into believing the main point of the relation is at the farm and not the main campus since they both are a single feature.

They should be tagged as under construction right?

Reversible would indicate this is a oneway but changes its direction regularly, is that what you meant?

You are right, I checked some of the smaller buildings and from the shapes it looked good, but the tags are messed up.
