Is this a real, passable public road?

Lots of highway=residential around here with no surface tag but the tiger:reviewed tag removed - this is misleading and the roads should have a surface=unpaved tag (or, in many cases, just become highway=track)

I think NCN 63 has been moved away from this interim route.

Quite a lot of the POIs round here have name tags that aren't really names

This is tagged as access=permissive but a report at http://cycle.travel/post/922 says that access is not possible - any thoughts?
