Updated Northgate neighborhood with sidewalks and some houses, more coming when I finish later

36th ST is widened to just past Ash, and replaced Irvindale N of 3rd St. to Secondary, because the road was widened and is a major city through route, and it provides consistency when zoomed out on the map

Marked Todd Field as demolished, all existing air infrastructure has been demolished, and the runway is in very rough shape. It will not be reopened, it was shut down by zoning laws and there are buildings too close.

Updated NPCSD West and Big Creek Elementary, created the new roundabout, and updated businesses, sidewalks, and roads near Vista Lake Court
