Exit incorrectly moved

Admin boundaries need to use seperate ways to avoid incorrect connections between bridges and roads they cross.

Using roads as boundary members causes issues with incorrect connections between bridges and the roads they cross.

The name "Avenida Caracas" is already tagged as alt_name.
If you believe that is wrong please discuss it with the mappers who mapped it that way.

The name is already in alt_name.
