Those are not polygon labels, but regular markers inside polygons. There is a way to add popups to polygons by editing the raw code, but adding markers was proved to be more intuitive for users.

I have written a blog post in Russian about OSB phase-out. It seems http://openstreetmap.ru/ still uses OSB for reporting bugs. I’ll contact its maintainers today.

I’d comment on an aspect others seem to have missed. Your proposition to “drop groups, better work on those features” resembles a mistake many people new to OSM make, saying “why do you map those already well-mapped cities instead of those completely missing regions?”. If Drew has a will and resources to go through with implementing groups functionality, that’s great and we should help him finish it. Osm.org website has too little functionality, and any improvement would be a good thing, especially in social aspect.

Also I’d like to somehow refer to the absence of any [proposed] social functionality in iD, but I guess I’ve bugged you enough at that.

It’s not wiki, it’s proposals. Somehow people think they can stop mappers from using specific tags by failing a proposal. My opinion is that anyone who votes no to a proposal introducing new categories of objects should be banned from editing OSM and wiki for two months.

Здорово, я даже два раза попал :) Собирать подъезды очень легко и быстро: на картовстрече та сотня была собрана за три часа, вместе с вообще всем остальным, от адресов и проездов до магазинов и мусорных баков.

В Учалах уже зарегистрировано смещение Bing. Советую пользоваться этим плагином :) Проверь, что смещение подходит под треки, и нужно всё выровнять, наверное.

As for GKGN license, I think it’s PD, but not too sure. The purpose of this set is to establish a common names for geographic features, so I guess it is not only open, but strongly recommended for using.

There is such thing, but it’s undeveloped, missing a lot of data and published as a set of pdf files. Discussed here: http://forum.openstreetmap.org/viewtopic.php?id=6151 Liosha parses it into csv files, which he published in the same forum topic. The latest file is http://data.gis-lab.ru/mp/gkgn_v8.zip (a month old).

The authority that publishes geodata is Rosreestr, and in recent months it is considering licensing terms for their data, and I hope they’re considering opening some of it. We (osm and gis-lab) have been talking to them for a long time, but governmental organizations in Russia are very hard to work with: they cannot make any hard decisions.
