The place has gone or never existed. A user of Organic Maps application has reported that the POI was visible on the map (see snapshot date below), but was not found on the ground.

these roads used to intersect, but now there is a permeable barrier set up to prevent cars but allow bikes and pedestrians to continue through this intersection. I'm unsure how to add that properly in OSM!

access=designated makes no sense (unless it is designated for all modes of transport at once, including pedestrians and horse carriages and elephants

what was intended to convey here by that tagging? Presumably it is designated for some limited traffic (motor vehicles? cyclists?)
