只有人行步道的可以用 footway[1]，但是一般沒有鋪面的土路我會用 highway=path

bilingual names can be implemented by render for local map users.

bilingual names does not need to be put in same name: tag technically, but in name:zh-MO and name:en.

It's tagging for rendering. We should let the map render to decide which name:lang tag to be used, but not put the preference in the name tag.
