correcting voltage on a powerline that actually was 115 kV

continuing to fix voltages on certain powerlines (55 kV, not 115 kV)

changing voltage of these transmission lines to 55 kV. This is according to info on PSE's website. It will be upgraded to 115 kV by 2019, but for now let's have the right voltage.
