This is only a cycle way, the foot path seems to be marked on the map separately.

It seems like there's some weird tagging thing going on on this road (36 st). When heading south it tells you to turn left onto this road and then turn right back onto this road. In reality you never leave the road when you're driving on it and there are no turns to stay on the road.
