why don't you use the export tab? You can select the area and the scale. Your printer will adjust it to an A4 page in the end

nope, the tiles get rendered almost right away. You should save the location as a permalink and refresh (or delete your Browser cache). You don't see the changes, since the old tiles are still cached.

It will not happen. GPS is far to important for the US military, economy and as an international positive image campaign.
Deliberate drops of accuracy available for civilians are far more likely then drops due to failing infrastructure. So just forget about the article.
