IMO there's a hidden assumption in your reasoning, and that consists in assuming that (all of) the population of a "corregimiento" is concentrated at a hamlet. this might be (partially) so in countries with fairly high urban concentration (like neighbouring Colombia), it is very much **not** the case in Panama.
