This barrier is a substantial fence that blocks entry for cyclists. It is not on the open street map cycle map and does not show it blocking access on the open street map. The direction arrows make it seem as if traffic would flow through here.

Here in the edit screen, I see it as a solid red barrier which accurately reflects the situation.
