Fixed a mistake I made earlier were I added the loc_name to only one part of the building instead of the whole building.

Replaced both name:de and alt_name with loc_name because "Affenfelsen" is an inofficial name and only known locally. Also added FIXME tag because someone should fix the janky overlaps imo.
