There is a permanent fence with a locked gate across the street here. It is passable by pedestrians, and would be passable by a vehicle by someone possessing a key for the lock. This is visible on Bing aerial views and street views. I have personally walked past and witnessed this gate.

The northern half of this short street is a narrow driveway that is blocked off and is signed "Emergency vehicle access only". It is blocked off by short marker posts that could probably be just driven over by a fire engine or emergency vehicle. It is accessible to pedestrians and I have walked through it several times. Not sure how to show this on the map since it is not a fully usable road. The fully accessible part of 38th Avenue is approximately the southern half of this street.
