Specify whether kerbs have tactile paving

Adding connection between "windy saddle trailhead parking lot" and the mountain road that connects to it. This should fix the routing problem in this spot. Not sure if the way i am connecting this is "to code", so please review.

Fixing driveways to 10312 17th Ave NE and 1717 NE 104th St. These two houses do not share the same driveway. I also moved the information board to it's correct location at the street corner of 17th Ave NE and NE 104th ST, rather than in the park itself.
