Clarify vehicle access on Newgate Street. Currently no motor vehicle restrictions

Is this section of West Street 30 *mph*? Currently it is tagged without a unit, which means it defaults as 30 kph (i.e. ~18 mph).

Surrounding roads are tagged as 20 mph, so perhaps this one is as well?
