I think, that all of these empty azerbaijani villages should at least have a population=0 tag and maybe also locality tag instead of village

Btw I'm neither azerbaijani nor armenian so I think i have a neutral view on this conflict. The other issue is with the cities and villages with armenian population. But you can clearly see where they are if you look at the map of the Nagorno-Karabakh Autonomus Oblast in the USSR. The territories of today Republic of Nagorno-Karabakh, that were not in this oblast, but are today occupied by Nagorno-Karabakh are just empty, as the azerbaijani residents fleed from there in the 90's, so there are hundreds of ghost villages there, staying empty for almost 30 years. This is clearly visible in the satelite images.

I agree, most of these villages are just ghost villages with no population since the Nagorno-Karabakh war ended in 1994. I think the practice should be, that they only have their azerbaijani name, especially for the ones that azerbaijan army had recently captured as no armenians live there nor anyone uses the armenian name for these villages. But you could have just moved it to the name:hy section for now.

Another thing is, that it isn't controlled by Azerbaijan for now (under control of the unrecognized Republic of Nagorno-Karabakh), so you can freely drive to it from Armenia (I think there are only ruins of the buildings there, as the azerbaijanis fled the village in the 90's).

This edit is wrong, you can't edit political borders the way you want them to be. The road near Eyvazlu goes through the Azerbaijan territory and you just cant adjust the border as you wish !!

Just to be clear, this was not an import, I added all of them manually. This PRG map is indeed public data, made by the government of San Marino, which can be found here https://www.gov.sm/dip/Ufficio-Tecnico-del-Catasto.html
I assume, that if there are no restrictions stated in the government website, this data is free to use. It would be strange if the data about the addresses or street names was restricted to reuse, I guess this is also the source that Google copied its database from but anyway. This governmental page also contains other maps that need authorisation to use, so I think that these are the ones, that cannot be copied. So I have not used them.
I've been adding a lot in San Marino for a few months including all addresses, street names, buildings land use and lots of other things and I have never made an import here. The confirmation of existence of these places is available on both of these maps i linked the source to. I also understand that there are sources with restricted usage policy, such as Google Maps or other data sources, but this is not the case here.
Also the official state tourism website https://www.visitsanmarino.com/en/ uses the openstreetmap to show some tourist attractions so I am sure that they are aware of the usage of data here and have no objections against it.

Geoportal wskazuje, że ten adres to 9N. Ale to dziwne, bo tuż obok jest adres 10Ł, który faktycznie jest oficjalnie w bazach adresowych, także dziwne, że tutaj także nie wpisano 9Ł zamiast 9N. Kiedyś takie adresy mogły być nadawane, dopiero od kilku lat jest to już uregulowane. Może gmina dopiero po pewnym czasie go oficjalnie zmieniła?

No tak, ale tu jest mowa jedynie o imporcie danych z EMUiA. Ale przecież prawnie te granice nie istnieją, to czego to ma być import? I jeśli oni je znają to dlaczego nikt poza nimi nie wie jakie są te granice? I dlaczego nikt nie ma do nich dostępu?

Działając tą logiką, powinno się wszystkie takie granice z osm usunąć co dla mnie jest absurdalne. To w takim razie część może mieć dodane a reszta nie?

Unfortunately in this changeset you have broken the continuity of the woods relation (7388719). I fixed that, but next time please check the continuity of the relations you edit, especially if the relations are as huge as this one.
