Today, internet access with German internet provider T-Online is really a problem for me.
I have tried to access the OSM server via IP (128.40.168.98), but the server didn't return even a ping signal.
Do you have similar problems? Is it intended to ignore ping signals?

Yes, pings (and most other things besides normal web traffic) are blocked at the boundary of the network that hosts our servers.
