OpenStreetMap is a project for recording the world as it currently exists "on the ground", and should not be used to map historic features that have been removed (osm.wiki/Good_practice#Don't_map_historic_events_and_historic_features ). Because the Portsmouth Electric Railway was discontinued and removed in 1925, there is no longer any physical evidence of the route and it does not belong in OpenStreetMap. Historical features belong in OpenHistoricalMap (https://www.openhistoricalmap.org/ ) where they can be handled appropriately. |

120355796 | almost 2 years ago | From an OSM perspective, the only thing that the yellow sign implies is that the city has not accepted maintenance of the road, which is why the city lists them as private in their maps. access=permissive would fit most private roads that don't have signage implying access=private. |

Only roads with signs like "residents only" or "no trespassing" should be tagged `access=private`. Roads that are simply marked with "PVT" or "Private" on the street sign should be tagged `ownership=private` and not `access=private`. |

Even if there was no sidewalk on the other side, it would be better to leave it without a foot tag when there is no sidewalk. Because of the sidewalk on the other side, Lowell Code of Ordinances Part II Article XII § 266-138 C. likely applies and pedestrians are prohibited from walking along the road. |
