part 2 previous changeset, removing junctions from route relations. The junction nodes were incomplete and often incorrect across these routes anyway; a future changeset could audit them completely.

Removed junction nodes from MTB trail relations, which seemed to prevent them from rendering in CyclOSM (OCM hadn't the same issue). Also corrected the spelling of Keweenaw.

Changed several bike route relations from regional to local, which is more accurate. Now they will also render at appropriate zoom levels.

Added Local Network Class and Network name to MTB routes so they render at correct zoom levels. Route relations shouldn't be used for both MTB and hiking trails, so more work is needed to re/create hiking route relations, where appropriate.
