Removed outdated bicycles=no tags

Standardized the bike lane tags on Erie St, and added missing member ways to the city's bike route relation.

Missing relation member for the (deprecated) City bike route network.

Removed river paths that no longer exist due to construction.

Greenfield considers S 51st's stripes as bike lanes, though they are missing the bicycle symbols or signs.

Created a local bike route relation for US:WI:Greenfield and added its first member ways, which are on-street connections to/from the Powerline Trail.

Drew and related new members of the Barnegat Branch Trail, added details and tags; also created and related members for the Beachwood Municipal Trail, which is part of the BBT.

Named the Lacey Rail Trail and added crossings

They may seem redundant, but the tags cycleway:left and cycleway:right are needed for OpenCycleMap to render any type of bike lane on two-way roadways. (CyclOSM does not have this issue.)

Designated pathway portions of this Barnegat bike route because they are signed for bike traffic.

Created local bike routes for the Seawood Harbor Bike Trail and Airport Tract Bicycle Trail.

I combined the former Rt 18 bikeway relation into the existing Edgar Felix Bikeway relation and made all member ways' tags consistent. The former has no current sources (since approx. 1999) so has deprecated.
