Toll:hgv and hgv:no on the same way?

Why is this tagged as toll:hgv? as this is HGV restricted (see Traffic sign)

There should be a tag "access:no" to my opinion as this road is not publicly accessible;

Quite weird this name is "doublequote", isn't it? ;-)
