I am not aware of any property ownership differences between the Minneapolis lakes, so I think this decision should be driven by cartography rather than whether or not the parkway lies within a separate legal parcel from the lake. Intuitively, I think the rendering of the labels for Cedar Lake, Lake of the Isles, Bde Maka Ska, and Lake Hiawatha looks better than Lake Harriet and Lake Nokomis, so I think my vote would be to use all the lakes as inner boundaries for the park areas.
