Is there a way to over lay a newer background map?
Parašė Brian@Brea, laikas 2012 11 07, kalba English.Is there a way that I can overlay a newwer background map? I been working for a while on a map that is almost 3 years out of date. Can I just overlay an image onto the current map or use another areal photo?

Do you HAVE another areal image for your area that you have the license for to use them with OSM?
If yes, there is an image overlay-plugin for the JOSM editor that can import geo-referenced images.

I’ll take a wild guess that by “background map” you mean “satellite imagery” ? If so, bare any strange config mistake on your part, you’re probably already using the latest Bing imagery available.
Microsoft kindly allows us to use its imagery, but OSM itself doesn’t include imagery. Aquiring imagery is expensive and time-consuming, so it is common to have to use old or low-quality imagery.
One thing you can do (depending on where you map) is to use other imagery sources. osm.wiki/Aerial_imagery lists a handfull. I suggest you use JOSM, which makes managing and setting up imagery sources more convenient.
You also have the possibility to use your own image files. Be they a photograph or a hand-drawn plan, as long as the licence is alright you can use anything. Again, JOSM has a handy way of loading images and scaling them properly for tracing.

There is also the option to load other backgrounds in Potlatch2 (the editor currently used by Brian). However, as said by Chaos99, the very very most important question is the copyright question. The aerial images must be licensed in a way that makes derived data compatible with our license (ODBL). If you are not 150 % sure that the aerial images can be used then please do not use them to make edits here.
