I was meaning to put a under construction tag but i forgot. Probably makes more sense to wait until it's got some progress anyway

not sure, i think i changed it from a node to a way in this changeset. On the imagery it doesn't look much like conventional allotments. I I think someone added the node more recently. i added a note for it.

Using plugins should be fine. Maybe try deleting and reinstalling JOSM.
