Well, they are metal lifeguard towers, and it appears that the waterway=baywatch tag has been removed from the tags after I tagged these towers. I'll tag them as emergency=lifeguard / lifeguard=tower instead.

However, I haven't been there since then, so I can't tell if they are still there.
