According to osm.wiki/Tag:boundary%3Dadministrative it should be 8...
Can you update Wiki or change back to 8, whatever you think is more appropriate?

Maybe tooling(in this case JOSM) should have ability to auto-split/separate changeset into chunks of 10kmX10km squares changesets...
