Why do you think it is Java’s fault? I do not think so since your error description sounds like a high level fault. ;-) Does JOSM display some error message? You may try to run josm from a command line to see java’s error messages.
We have the same problem! JOSM seems to believe that the ‘shift’ key is down, and stops drawing lines. I haven’t found the root cause, and it magically started working again for me.
I think it’s Java’s fault since I’ve heard someone else mention it happening on their Mac, and presumably not on their Windows box. I don’t recall seeing any errors appear in Terminal when this happens.

Dion Dock, are you running Bartender? There seems to be a conflict between the two; the JOSM issue goes away if I quit Bartender.
