Operation Scorpion

##Synopsis Following natural=water, a [n=v] tag can’t be applied on (non closed) ways (which is logical).

After many modifications, it could happen that a lake has been converted into a multipolygon with various ways making it’s outer edge. The problem arises when people forget to delete the tag on the way. This is not right.

Work of scorpion

Scorpion.php is a very simple (trivial) algorithm. It takes all [natural=water] relations and checks it’s ways. If a way has a natural=water tag, it deletes-it from it.

Also, If a multipoly relation is tagged with a water= and the way is tagged with the same tag too, then it is deleted from the way, as per conformity with 1 and 2
