OK, in Deutsch:
Bei den mir bekannten Schulen gibt es Zäune, aber nur an einigen Stellen. Ich habe
die bisher eher als Hilfsmittel für die Pausenaufsicht gesehen, also "zum Einsperren", nicht zum Fernhalten anderer, erst recht nicht ausserhalb der Schulzeiten. Vielleicht hat sich das seit meiner Schulzeit geändert, ist jetzt so 30-40 Jahre her.
Abgesehen davon ist aus meiner Sicht alles, was "der Stadt" gehört im Besitz der Bürger, also öffentlich, sofern nicht anders angezeigt. Bin aber kein Jurist, ist nur mein Empinden. In Bezug auf OSM
würde ich statt "private" eher "permissive"
verwenden.

Das passiert leider andauernd, das Problem ist eher der Editor iD, der das einfach so zulässt.
Der Fehler soll aber mit Version 1.8.0 demnächst behoben sein. Bis dahin einfach
gut aufpassen.
Man findet laut Taginfo auch 100 Wege
mit oneway=yes;no
Da gibt es jede Menge aufzuräumen :-(

I see, interesting idea.
If that sign is an official one I have also no better idea, else I would not map
it with the oneway tag.
In Germany, I often see handmade signs with warnings like "attention, playing children". While I understand this as a useful hint to drive careful, I wouldn't translate it to a maxspeed=* or
highway=living_street .
I've never mapped one so far, but I think
they are some kind if information.

really? I am sometimes crossing schoolyards by foot or bicycle, of course
not when it's crowded with pupils.
I've never recognized a sign that this is not allowed. I'll search for them the next time.
