Попробовал поискать на http://nominatim.openstreetmap.org всякие штуки. Похоже, там не все в порядке с индексом, потому что очевидные вещи типа Washington или Ontario не находятся. Но по-русски ищет, не отнимешь.

Could it be that you have zoomed into the map, as it will only return results for the currently visible map view?

Yes, it seems to be the case. If I understand the logic correctly, if the engine finds something appropriate in the current visible area, it doesn't look for the query elsewhere; but if it doesn't, the search is extended to the whole world.
Quite unapparent a piece of logic, I must say.
