As all data entry is voluntered work, there is no standard "submiting process". Try the mailing list to talk about the data you want to import. Note that not all data is suitable for OSM, and that a business listing import will have to work with existing data and conventions.
Maybe someone on the list will be interested in importing your data set for you; otherwise you will have to do this yourself, but help is available on the mailing list, wiki, and help.osm.org (user diaries are not a great place to ask for actual help).
If you want to add your café, move to the place on the map where it is and click the Edit tab. Drag the café symbol (the cup) from the icons on the left to where your café is. Add any extra details (such as its name) in the dialog that pops up. When you are done click save. Your café will appear on the map in a few minutes (usually), though you may have to refresh your browser to see it. If you found it easy you might like to add a few more businesses around your café so the area shows how a busy it is. Careful though, you might get hooked.
"Hey guys, here is a list of businesses with coordinates, I own all copyrights and I grant you all the rights. You can put them on the map if you want."
Then probably, someone active in the area will look at the quality, and will import it.
Hi there. I think your cafe was already on the map. Someone mapped the Idlewilde cafe in August last year: osm.org/browse/node/1411222283 You put another cafe next to it yesterday, did you expand your business ;-) or did you want to move the location on the map?
If you find the editor too complicated, let us know your opening hours and website if you have one, and we add it for you.

If you don't want to bother, you can just say
