I can't know for sure which entrances/exits are open.
I was mainly guessing that it is open, as the traffic from Rijeka must move to the new carriageway prior to the new toll booth - whether that is after or before the new junction, I'm not sure.
Additionally, I can see, I think, from media pictures and official diagrams, that the "return" road within the service area going West is at least paved/complete, so I would expect it to be open. Whether it is open or not, I'm not sure, but if it is open, that can only be to allow access toward Istra for traffic from Rijeka (again, where traffic from Rijeka accesses, I'm not sure).
Looking at https://i.imgur.com/KD1C147.jpeg, there is a sign located at the entrance to this West return road in the service area (PZ D07) which has a crossed out sign (which I'm guessing is currently in place) that indicates returning traffic is to use the return road. However, there is the no vehicular access sign with some text I cannot read, instead of "Pazin, Pula", as I would expect to see. So maybe that indicates that it's not open.
I'm more than happy for you to put access=no if you think it isn't open yet, unfortunately I can't be there, so I'm working from plans and media photos.

Ne mogu sa sigurnošću znati koji su ulazi/izlazi otvoreni.
Uglavnom sam pretpostavljao da je otvoren, jer se promet iz Rijeke mora prebaciti na novi kolnik prije nove naplatne kućice - nisam siguran je li to poslije ili prije novog čvora.
Osim toga, vidim, mislim, iz medijskih slika i službenih dijagrama, da je "povratna" cesta unutar uslužnog područja koja ide na zapad barem asfaltirana/dovršena, tako da bih očekivao da bude otvorena. Je li otvoren ili ne, nisam siguran, ali ako je otvoren, to može biti samo da se omogući pristup prema Istri za promet iz Rijeke (opet, gdje ulazi promet iz Rijeke, nisam siguran).
Gledajući https://i.imgur.com/KD1C147.jpeg, postoji znak koji se nalazi na ulazu u ovu zapadnu povratnu cestu u servisnom području (PZ D07) s prekriženim znakom (za koji pretpostavljam da je trenutno na mjestu) koji označava da promet u povratku treba koristiti povratnu cestu. No, tu je znak zabrane za vozila s nekim tekstom koji ne mogu pročitati, umjesto "Pazin, Pula", kako bih očekivao. Pa možda to znači da nije otvoren.
Drago mi je što možete staviti access=no ako mislite da još nije otvoreno, nažalost ne mogu biti tamo, pa radim prema planovima i medijskim fotografijama.

Sure, I was just going off of osm.wiki/Railway_stations which maps it using an area over the rails.
