为什么将国道修改为primary？

部分路段原限速数据来自于工务段数据，显然在未做明显线位改变时限速不会提高，例如way/823783516原限速100，但全部修改为120。此外部分大半径曲线限速高于120，例如way/666318419原因R1600限速140，虽然以后可能不会有客车，但降低为120尚且值得商榷。

的确在某些资料中（包括规划图、国营的天地图）和西湾大道路口的指示牌中名为圣文路。但是更多的路边路牌、指示牌、甚至是路灯编号中可以看到此路名为冲孔路。综合考虑，冲孔路出现得更多，更加符合在地原则。

我觉得还是Lepuse的方式更为恰当，体现了实际运营到该层的单位。不然邮储银行的operator就得是中国邮政了，甚至再上一级：国务院。

@michael60634 According to 'on the ground', and 'name=* contains the common, default name in the local language.', obviously they should be named with Chinese, because Chinese troops stationed there. Lepuse is right, it's like Iturup named Итуруп(Russian) instead of 択捉島(Japanese) or Iturup.
