We are not exactly sure of the highway which you are referring to, as osmcha doesn't show any road segment as deleted.

If it is regarding way "615654838" there is water way passing beneath the ground level. I have done partition on highway and assigned layer attribute to it.
Hence, the connected segment is rendering as new creation.

Please suggest if i am on right understanding.
