It's more accurate to not use `office=` on a government offices. That should be used for the departments inside. Eg the library is not a government office. Furthermore, many are constructed to public housing design, then given to disciplined services. So at least they should be `building=apartment` + `building:use=`

`=dormitory` has the problem of being unclear. Especially for universities, they have different apartment designs from disciplined services quarters. `=apartments` should be kept for these as they are no different from other buildings. `building=` is more structural than functional.

1. Hi, please don't simply change `building=` to `building:part=` even if this is justified. The entire `building=` (`outline`) needs to be checked and retagged, and the bottom parts changed as well.
2. Podium architecture is standard in HK. When there are multiple towers on a podium, they can be considered different `building=` cartographically. `building:part=` is likely not intended for this situation. When each tower has `building:part=` variation above, the `name=` will fail to be uniquely identifying.

3. `=pedestrian` has been used across HK. Given the lack of `=track` in HK (many existing are also misuse from the "single-track access road term, which should be `=unclassified` , `=residential` , and `=service` ) , it's unclear how it should be used. `=pedestrian` fit the mainly pedestrian use definition, connects between `=service` , and ties with actual park EVA.

Actually it's only the site branch. The office itself is still in the Goverment Office.

It depends on your definition. The magistracy may be only one of the tenants. SWD has a Probation and Community Service Order Office inside. They aren't always inside a court building either.
(Note a court building can also contain multiple different courts and tribunals)

It was changed away from `=service` for good reasons. `=service` is an internal serving a facility. At most, it's better used for the specific road connecting a facility and the main road. `=pedestrian` means pedestrian is the main user, but `motor_vehicle=` can be allowed in limited capacity. You should only argue about using `=track` road.
