Again as a comparison, with `motor_vehicle:conditional=no @ (hazmat)`, in general, an approved vehicle with containers for Cat.2,5 Dangerous Good is forbidden regardless of whether it is carrying such DG.

By your logic, a vehicle without emergency lights and equipment cannot be used as an emergency vehicle, so will classify it as a separate vehicle class?

An emergency vehicle is allowed access into an EVA regardless of condition when needed. This is not about driving rules.

This is about the vehicle class. You are focusing on the regulation of their use. They are all taxis, only working differently. On vehicle licensing, it is treated as a single item in licensing fee.

This is unconvincing. There is no difference between them, aside from their use. The examples of `emergency=` and `hazmat=` are obviously different vehicles by your standard of "legally different classes of vehicles", especially the former concerning Government Vehicle (Class 16) and Special Purpose Vehicle (Class 21). In contrast, all taxis are Class 6.

Assuming this is applicable, unforunately there are no ISO 3166-2 sub-division code, where the format would be `*:HK-*=`. UN-LOCODE and HASC has some potentially useful reference.
It's possible `*:urban=` can be seen as an exception, following `maxspeed=` and `network=`

The problem is you are mixing up use on the mode, when this is mentioned to not be favored in osm.wiki/Conditional_restrictions#By-use_modes. This is not going to be well-supported, compared to the general condition method of `*:conditional=`. `bus=private` and `taxi=private` would be vague, but highly compatible.

Gloucester Rd is mostly self-contained, with the u-turn section as a normal street section containing parking and frontage. That section connects the 2 main lines, so it looks like a `=secondary_link`

Please don't add descriptive labels, especially "Development" and "Kwun Tong". At most I would agree with Hiu Ming Street and Hiu Kwong Street PRH, however this is still not the housing estate's name.
